No, it doesn't.  Do you see why playing whack-a-mole with spammer's zombie
SMTP relay clients is less effective than simply shutting down the spammer's
sales websites?  Do you see why the latter is easier?  Do you understand that
shutting down or refusing to retrieve from a spammer's outgoing mail store is
like the latter, rather than the former?
