Another mischaracterisation.  It's not random at all.  It's under the
originator's (and the mail store owner's) control.  And of course if the
message is removed from the message store, the message store will stop sending
notifications about it.

Another straw man that bears no resemblance to the actual system being
discussed.  Read the proposals.  Think.
