Requiring this breaks SMTP Pipelining, and is another example (as if we 
needed any more) of anti-UBM measures fracturing existing SMTP functionality.

It's time to stop thinking that Just One More Wafer Thin Bodge To SMTP will 
fix the problems.  It won't.
