I thought this was wrong when I read it, but it turns out to depend on 
what state you're in. In 38 states (and D.C.), recording a phone 
conversation is legal with the consent of a single participant [1]. But, 
those 12 exceptions include 5 of the top 7 by population. Using 2005 
census estimates[2], 39% of the U.S. population is covered by "all-party 
consent".
