ok, but what's chaff to one party may be valid to another one.  let
the ISP mix hundred legal datastreams and pick one of them:  99 other
streams aren't chaff added to conceal anything!  which is the whole
point a court can make:  let the law forbid concealing, but if nobody
is concealing anything, the law doesn't apply.  proof of the contrary
will be next to impossible.
