just a thought:  how about trust queries the RBL way?  you let your
im2k MTA check every message sender against an RBL.  it returns the
number of abuses and the number of appeals.  the policy:  if
nominated, your server is tested (open relay/proxy) and entered to be
open together with your signature.  these signatures are part of the
appeal process and not returned unless specifically requested.
appeals go the same:  the server is again tested and the successful
appeal is entered if it checks out negative, again together with the
signature.

now would you trust someone if he has 333000 positive nominations and
333000 positive appeals?  in that case, something would be wrong, at
least with that admins security precautions.

problem with this:  like above:  the spammer always tests ok, because
he doesn't have an open relay.  he just authenticates his spammer
friends.

a "spammer" here would be someone who provides storage for spam and
bursts the net with notifications, or sends out very many
notifications using unsuspicious data.
