I have released a tarball of the NGMP prototype server suite. You can grab by 
clicking the Downloads link on http://ngmp.libretech.org/
Instructions for setting it up are now pretty much complete at

I have also added some content to the NGMP protocol definition wiki. I have 
decided to structure it like a Jabber Enhancement Proposal (JEP) because I 
hope to submit it as such one day. I will hopefully be adding more and more 
to it in the coming days.

A few people have contacted me about wanting to help with NGMP. Well, I'm 
finally at a point where I need lots of help from others. If you want to help 
me with NGMP, grab the prototype test suite and set it up (even if only on 
your local machine, talking only to yourself). As you familiarize yourself 
with what it does and XMPP in general, think about how to best implement a 
reliable, secure email system and to provide for IM2000's requirements and 
unanswered questions. With all this in mind, edit the protocol definition 
wiki (http://ngmp.libretech.org/cgi-bin/wiki.pl?NgmpProtocol) to reflect what 
you think the NGMP protocol should look like. You may also want to 
familiarize yourself with what a JEP should look like (http://www.jabber.org/
jeps).
