NGMP: Date stamp for NGMP messages

Who should be responsible for date-stamping outgoing NGMP messages? I haven't 
implemented that yet because I wanted everyone's feedback on when and how it 
should happen. Should the sender's NGMP (component|client) stamp the message 
and the initial notification with the same time, or should the recipient 
(component|client) stamp everything with an arrival time (notifications and 
messages), or something else entirely? Thanks.
