If they got tons of incoming email pointing them to hijacked web
sites, they'd complain about the email; so, if they got tons of
incoming IM2000 message notifications pointing them to hijacked
outgoing message stores, they'd complain about the email.

Either way, they'll be complaining about the email.

By sharing information on the outgoing message stores, you can
ostracize them more widely.

You can do the same today for sources of SMTP email, by sharing
information on the SMTP clients, mainly, their IP addresses.  In fact,
it's already being done, in all sorts of different ways, with some
success.
