Hmmm, maybe this should be clarified some, filtering should ONLY be 
applied on delivery. Never when APPENDing mail. Unless I've totally 
missed something.

The managesieve draft is the extensions for manipulating the script from 
an imap client.

So the changes would be adding bincdrop into the bincimapd suit and 
adding the extention of managing the scripts.
