Having the filter files in the Maildir makes the Maildir folder virtual 
meaning you can have virtual users. It will also make it easier to 
control access to the file if its in the same Maildir folder as the rest 
of the mail stuff.

But sure, there can be multiple search paths for the filter file and/or 
an option to bincdrop.
