I believe this can be implemented with the current versions of Binc:  
simply remove the write bits on the IMAPdir directory after creating the  
desired structure, including the .binc-subscribed file.  You might have  
change ownership of the IMAPdir directory if your users have shell access  
or any other access that allows them to change file permissions.
