Do you imply that "local" in enablefiltering should work?

I tried here but it did not work. I think I tracked down in the source 
that local messages can never be signed because the messages sumbmitted 
local are lacking the authenticated flag in courier's queue file. Same 
seems true for messages sent by smtp on localhost.

Am I missing something? Would be a huge benefit for us if local messages 
could be signed.
