OK, I found why ...

Escape character is '^]'.
+OK Hello there.
USER [email protected]
+OK Password required.
PASS *********
+OK Connected to proxy server.
UTF8
-ERR Invalid command.
Connection closed by foreign host.

Looking closely to the output you provided, message "OK Logged in" is different in my situation,  as we use POP3_PROXY=1 (mailboxes are stored elsewhere).
I tried with a local Maildir and POP3_PROXY=0 and the error is gone ... As the mailbox ...

Why UTF8  capa is not valid in this context ?
Should I do things a different way ?

No, the UTF8 capability cannot be disabled.

The current version of Courier should accept UTF8 after logging in:

[root@jack ~]# telnet localhost pop-3
Trying ::1…
Connected to localhost.
Escape character is '^]'.
+OK Hello there.
USER mrsam
+OK Password required.
PASS *****
+OK logged in.
UTF8
+OK UTF8 enabled
