Some kind of a compatibilityy issue with openssl or gnutls. Github's actions  
successfully build Courier on Debian 12, and Ubuntu LTS versions. It is not  
intended to break compatibility with older distributions, but it can happen.  
Also it's possible that one of the required packages is not installed but  
this does not get detected during configure, but the build breaks.

Inspecting libs/tcpd/config.log should find more clues, there, as to what  
the configure script detected.

It was never available, pop3 was always part of the courier and courier-imap  
packages, the Debian packages simply created a separate subpackage for it.
