The reason for the original delivery failure is unlikely to be related to  
solely the size of the filter file. And the 556 error is backscatter  
suppression kicking in. A more detailed writeup of backscatter cna be found  
in INSTALL.

The TLDR is that a mail filter delivery failure is considered to be as a  
problem with the mail filter file, it's broken. Do not generate fake bounces  
from mail filters, causing spam to bounce to forged return addresses.
