It is "20 most recently deleted mailboxes with the same path"



So if someone delete/create/deletes "user/bovik/some_folder" over and
over again, there will only be a maximum of 20
"DELETED/user/bovik/some_folder/<timestamp>" mailboxes on disk.  The
older ones are discarded.

Nothing unusual, because each mailbox has only been deleted once

For each affected mailbox, there will be only the 20 most recently-
deleted "DELETED/user/[email protected]/.../<timestamp>" mailboxes on
disk.  The first 80 deletions will be gone.
