I've just extracted the tarball to check, and yes, all three sources are included in the release.  They're in the "imap/" subdirectory:

I then built and installed cyrus from the extracted sources, and all three tools are installed as expected.  They're in the "prefix/sbin" directory with the rest of the command line tools:

I think I recall that for Debian, cyrus-imapd is split into several separate packages, rather than just one.  I guess there's a list somewhere of which tools get put in which package?  So I imagine maybe that list needs to be updated to include these tools.  I think they should probably be in whichever package contains "reconstruct".
