This is accurate.   The limitation is really the client.

Horde webmail or GNOME's Evolution will merrily bop around in 100,000+
message mailboxes all day long; zippity zip.

MS-Outlook and Thunderbird, in my experience, will have all kinds of
performance issues.

So it depends entirely on your client mix.
