Please check your logs.

sm-mta is clearly sendmail and not Cyrus.
If that is fixed, check if Cyrus can properly start.
In my system (Debian with sendmail and Cyrus) I can start/stop Cyrus
independent of sendmail.

sendmail simply can't contact the LMPT socket and mails will be kept in
queue.
