i was not sure my self and suspect that it is an implicit acl.
I had a peek the source code and it seems that the owner of sieve  
script is used,
which is consistent with: no extra acls for mails delivered to the  
inbox or a folder
by a sieve rule, but for mails that use plus addressing to deliver  
mail to a subfolder of user's
INBOX the users has to set an explicit  "anyone" "p" acl on that folder
