It depends on your system, but generally:

Download the source (for cyrus-imapd - whichever version you're
using) and untar it. In the directory perl/sieve/managesieve you'll
find the source. Change to that directory, run

- perl Makefile.PL
- make
- make install

The build looks for other cyrus libraries, like libisieve.a, so
you will probably need to have built all of the rest of
cyrus-imapd first.

There may be another way to install it for your particular
distribution. I use FreeBSD, so usually I just rebuild and
reinstall FreeBSD's cyrus-imapd port, which does the job for me.
