Summary: Sieve can't process messages with qouted printable
or base64 encoded headers.
Description:
Sieve mechanism doesn't decode any none ascii headers.
This makes it unusable in many situations.

Agreed. If at all possible, headers should be converted to UTF-8 before
being fed to sieve.

I haven't much cpp skills, but I think attached patch could be usable
