Summary:                    Cannot work with non-ASCII folder names
Description: 
When a user opens a folder with a non-ASCII folder name (UTF7 encoded),
another folder is selected, if there is such with a similar name.

Can you please be a bit more specific about the affected versions? You say:
3.1.16 seems to be ok. So 3.1.16 is not affected?

Additionally: if you want to supply patches please use git-diff, or at
least attach them as separate files, rather than pasting them inline.
