New port maintainer for DBMail on FreeBSD

Hi,

Please welcome Muhammad Moinur Rahman as the new FreeBSD port maintainer.

As an active and experienced port maintainer I'm confident that Muhammad 
will be able to offer more time supporting DBMail on FreeBSD than I have 
been able to of late.

I have been privileged to have been able to look after DBMail on FreeBSD 
for many years for a loyal, friendly and dedicated group who use the 
best scalable imap and pop email server there is; it is now time to pass
