upgrade to 3.1.17 do i need to run fix_foreign_keys.mysql

hello,

im upgrading from 3.0.2 to 3.1.17

i know that i have to run 3_0_2-3_1_0.mysql to update the database schema

but do i also need to run fix_foreign_keys.mysql script?

can't find any answer and hopefully someone here can perhaps give me a hint?
