Re: Can't find unicode/ustring.h in test

Having looked at the icu 66 tag on their repo, I see that quite a bit was missing, so I ran: 

sudo apt reinstall  libicu-dev

And lo and behold, lots more files. 

Why it was partial I do not know.

Anyway, I'm set for the moment, though the dependence is weird if you were trying to step away from it.

Aaaand compilation finished. :)
