I've just re-read it and while the wording shall definitely be improved to make it less ambiguous, the procedure involves updates to the $SubmitPending and $Submitted flags in a manner which is intended to deal with these situations. I've spotted quite a few inconsistencies throughout the text, I'll prepare an updated version in a few days/weeks.
