This behavior hasn't changed. Your second example is the way to go, and it
seems to work for me:

a create "foo/bar"
a OK Success
a list "" "*"
[...]
* LIST (\Noselect \HasChildren) "/" "foo"
* LIST (\HasNoChildren) "/" "foo/bar"
a OK Success
