The client should send LANGUAGE as the first command (that is, if they want translated messages) so the only problem would be if the server greeting is a BYE (IP banned or exhausted resources). The best way seems to attempt mapping them to rfc5530 codes. The second is a clear UNAVAILABLE, while for the former there are several not exactly matching ones: NOPERM, AUTHENTICATIONFAILED, PRIVACYREQUIRED.
