I think Mark still does some development for Panda IMAP, but it's not at least currently available for public: http://panda.com/imap/

Horde IMP 5.0 uses a newly developed IMAP client PHP library. I couldn't now find a web page about it specifically, but you could ask Michael Slusarz about it, I think he did it mostly.
