Setup Prob: Tomcat okay but Jamm can't find javac

I'm following these setup instructions:

It was necessary for me to install IBMJava2-ppc-142 and 
jakarta-tomcat-5.0.28 on my system. Both installs appear to work fine. 
I'm able to connect to Tomcat, authenticate to manage, and Jamm even 
shows up as a registered application.

Tomcat's sample apps work fine but when I try to access Jamm in my web 
browser I get a message that includes, in part:

  Unable to find a javac compiler;
  com.sun.tools.javac.Main is not on the classpath.
  Perhaps JAVA_HOME does not point to the JDK


My .bash_profile includes:

  JAVA_HOME=/opt/IBMJava2-ppc-142
  CATALINA_HOME=/usr/local/tomcat

  export USERNAME BASH_ENV PATH JAVA_HOME CATALINA_HOME


I think JAVA_HOME is correct because fiddling with it only breaks 
Tomcat. The error message seems pretty informative but I'm not 
experienced with Java. I searched Google for hours but mostly found just 
Eclipse/Ant stuff -- little on Jamm.
