Problem converting chars

In cvs there are some patches applied resolving problems with missing iconv. 
Now there is a problem:

if no iconv installed, than "mailmime_encoded_phrase_parse" returns an EMPTY 
string, not a NULL as before. This makes it a little bit harder to difference 
if it is an error or a empty input or such.

Eg., IMHO it makes more sense, when mailmime_encoded_phrase_parse fails of 
missing iconv it should return a NULL instead a string with length 0.
