It's an old assert, not a new one.
Just reply to a message with CHARSET=US-ASCII, but it may be Unix specific,
as the new text viewer/editor encoding code differs for Unix/Windows.
BTW, as I thought, it is default:

(gdb) frame 11
#11 0x08266e6a in SendMessageCC::AddPart (this=0x8c5bb48, type=MimeType::TEXT,
    buf=0x8c957c4, len=252, subtype_given=@0xbf98aad8, disposition=@0xbf98aad4, dlist=0x0,
    plist=0x0, enc=wxFONTENCODING_DEFAULT) at .src/mail/SendMessageCC.cpp:1498
1498	            switch ( GetMimeEncodingForFontEncoding(enc) )
(gdb) p enc
$1 = wxFONTENCODING_DEFAULT
(gdb) frame 10
#10 0x082650fa in GetMimeEncodingForFontEncoding (enc=wxFONTENCODING_DEFAULT)
    at .src/mail/SendMessageCC.cpp:676
676	         FAIL_MSG( _T("unknown encoding") );
(gdb) p enc
$2 = wxFONTENCODING_DEFAULT
