The UI mainly, I think. It misses many things essential for a news reader.

The language is determined by the current locale but can be overridden
from the command line using the --lang option (see "./M --help").

 Yes.

You can. Each folder in M folder tree corresponds to one newsgroup, e.g.
try entering comp.soft-sys.wxwindows here.

It's the user name used by default. You're right that it doesn't seem to
be very useful to have it here as the login in the "Access" page already
inherits from the parent.

The login name on the "Access" page takes precedence. If it's not
specified, the user name is used.

Yes, I agree. We should have a notion of "accounts" and I even was going
to implement this a couple of years ago but finally never did. It shouldn't
be difficult to add a combobox allowing to choose an existing "identity" to
the "Identity" page which would allow to set all the values there at once.

I see how this is confusing but actually it does make sense from some
point of view. These settings are used for the new posts and you can create
a new NNTP post from any folder, not necessarily a newsgroup (again, this
is something I actually used to do sometimes to post announces to c.o.l.a).
So while when you're in an NNTP folder you clearly want to post to this
server (and I hope this is how it happens right now), these values are the
defaults which are used for any kind of folder.

Sorry, I don't understand this, what do you mean? There is no distinction
between servers and folders in Mahogany (maybe wrongly).
