In Mahogany: Program Options there is a radio button to
configure "Reply-To" behavior to: never include the original
message, ask to include the original message or always include
the original message.

At least on my system, if "No" or "Yes" are selected, the
correct signature behavior is seen for my configured signature
file.  If I select "Ask" and then from the prompt select "No", I
end up with an entirely blank message, no signature.

This was the behavior with 0.65, corrected in 0.66, but
apparently back in CVS...
