Latin-9 glyphs

Today I received a msg that Mahogany recognized as having a
Latin-9 encoding, but character code 189 was assigned a
Latin-1 character '1/2' instead of the letter 'oe'.
I have no idea who is responsible for this: Mahogany,
Windows, or ??  But I thought I shd mention it.
