using UTF-8 on Windows

I recently ran into the need to compose a few messages in UTF-8. Can I set the composer to use UTF-8? I already tried setting the default language. I am really out of my depth here, and I've been using Latin-1 forever. I know I can make Vim produce UTF-8 by :set encoding=utf-8 :set fenc=utf-8 When I save and quit the file, Mahagony seems to be displaying the byte sequence from a Latin-1 perspective.
