 This feature was meant to be switched on temporarily to prevent
notifications (including both pop ups and sounds) from being shown/played
when you're temporarily away from the machine. I admit that I didn't use it
myself since many years as I just turned off all such notifications a long
time ago anyhow as they were too distracting, but I thought it was quite
useful to have as long as I did have them -- at least the new mail sounds
didn't annoy my coworkers when I went away for a cup of coffee...
