New releases of courier, sqwebmail, maildrop, and cone

Changes:

• courier: use libtool to build libfilter and waitlib libraries, this fixes  
a linking failure on Fedora 27. Other fixes to the rpm packaging.

• gettext library update.

• Fixes a null pointer dereference that may happen when creating a reply  
message. The fixed code is used by the mailbot command line tool, also  
sqwebmail, and cone.

• Cone: switch from iso-8859-1 to utf-8 for interpreting unencoded text in  
mail headers.
