aliases on fedora core 4

The newalias command needs to be run during section 8 of
the INSTALL document on FC4. I found that it failed because
of access permissions.

To work around it, run these 2 commands, as root, before running
newaliases:
	>~majordomo/majordomo.aliases.db
	chown smmsp:smmsp ~/majordomo.aliases.db
