This may be reaching but have you tried putting spaces on each side of the "="

restrict_post = test

I have never seen a setting in a MD config file without the spaces...

To begin with, you need the majordomo alias to point to the majordomo 
wrapper so subscribers can send subscription commands and list keepers can 
send admin commands.  You use the restrict_post setting in the individual 
list.config files to restrict posting to one or more addresses.
