owner-news is an address (actually, just an alias).  The restrict_post 
directive expects a file name.  Create a text file called "newsposter" (or 
whatever) in your lists directory, containing the e-mail address(es) of 
the person(s) allowed to post to the list (one address per line if 
multiple addresses).  Change your restrict_post directive to:

restrict_post  =  newsposter
