Do you mean something like this in an e-mail to majordomo?

approve password subscribe test-list :include:/usr/local/mail/lists/test-friend-list

That won't work.  Majordomo rejects it.  If the ability via e-mail 
commands to "nest" a list within another list is a must, you can do:

approve password subscribe test-list [email protected]

The main difference from your list members' point of view is that if a 
subscriber address happens to be on both lists, the :include: method 
prevents that person from receiving duplicate messages.  If the nested 
list's address is added instead, that person will receive duplicates.
