administrivia setting

I have a couple of subscribers that can't send email to my listsderver because 
it finds stuf in their email header that it evidendly feels is admin 
requests. It's set to:

administrivia = resend   

which should turn this feature off shouldn't it? The emails go to be approval 
account instead. 

any clues?
