Restrict Replies

I've tried to disable our test users from replying to the original message
that's being sent out.

 

Our intent for majordomo is one-way communication.  

 

I've tried modifying these options from Majorcool :

 

moderate=yes

restrict_post = my email address

 

what am I doing wrong to any replies to be approved first??
