MIME buglet in welcome message

A pedantic friend points out that some of the welcome messages are missing
the MIME-Version header.  That happens to be a defect that they share with
a lot of spam, so it would be a good idea to fix it.

I'm poking around to try and isolate it; it may only happen when you set
a list-specific welcome message.
