I don't know what your problem is but this *may* help.

My system ran slowly too. About 40 minutes to deliver 700 messages. By 
luck I removed this from my sendmail.mc

define(`LUSER_RELAY', `local:steveo')

I had this in to cause all email that did not have a valid delivery 
address to come to me. When I removed that line (for spam purposes), 
majordomo started delivering faster. No idea why.
