GLOBAL welcome

Hello,

   I have a 'welcome' file at SITE/files/en/welcome that gets sent out to
every new subscriber. I wanted to have the custom file at
domain.example.com/GLOBAL/files/en/welcome get sent instead. I thought that by
simply creating the GLOBAL welcome file that MJ2 would see it and act
accordingly, since this is how it works with the "files/en/format" files.
However, this is currently not working. I would prefer to keep all of my
modified files in GLOBAL and not mess with SITE at all - any ideas on how I
can get the GLOBAL welcome working?
