'inactive list' having ppl subscribed anyway ...

Awhile back, I set a list to inactive (configset active = 1), but its 
still receiving, and accepting, subscribe requests:

Something else that I need to do to 'turn off' a list, short of 
createlist-destroy?  We want to keep the archives and everything, we just 
don't want it to be an active list ...
